Introduction & Concepts

Chapter 8 of the NIELIT Course on Computer Concepts (CCC) syllabus is dedicated to Digital Financial Services and e-Governance Applications. With India's rapid transition towards a cashless economy under the Digital India mission, this section carries substantial weight (typically 12-18 marks) in the online examination.

Digital Financial Services refer to the broad range of financial services—such as money transfers, bill payments, balance inquiries, and credit access—delivered through digital channels like mobile phones, internet banking, ATMs, and Point of Sale (PoS) devices.

Core Pillars Covered in CCC

  1. Banking Products: Savings Account, Current Account, Recurring Deposit (RD), Fixed Deposit (FD).
  2. Fund Transfer Mechanisms: NEFT, RTGS, IMPS, UPI, and AEPS.
  3. Card-Based Payments: Debit Cards, Credit Cards, RuPay, Prepaid Cards.
  4. Unstructured Supplementary Service Data (USSD): NUUP (*99#).
  5. Government Citizen Portals: UMANG App, DigiLocker, and Pradhan Mantri social security schemes (PMJDY, PMSBY, PMJJBY, APY).

Key Features & Real-world Usage

1. AEPS (Aadhaar Enabled Payment System)

Developed by the National Payments Corporation of India (NPCI), AEPS enables interoperable financial inclusion transactions at Micro-ATMs through the business correspondent (Bank Mitra) using Aadhaar biometric authentication.

  • Requirements: Aadhaar Number, Bank Name/IIN (Issuer Identification Number), and Fingerprint/Iris scan.
  • Key Services: Cash Withdrawal, Cash Deposit, Balance Enquiry, Aadhaar-to-Aadhaar Fund Transfer, and Mini Statement.
  • Exam Fact: No physical card or signature is required for an AEPS transaction.

2. USSD (*99# - NUUP)

National Unified USSD Platform connects telecom service providers with banks to deliver basic banking over GSM cellular networks without an internet connection.

  • Shortcode: *99#
  • Features: Works on basic feature phones; no smartphone or data pack needed.
  • Maximum Limit per Transaction: ₹5,000.
  • Charges: Capped at ₹0.50 per session by TRAI.

3. UPI (Unified Payments Interface)

An instant real-time payment system developed by NPCI that operates over mobile platforms.

  • Key Identifier: Virtual Payment Address (VPA) / UPI ID (e.g., user@upi).
  • PIN Protection: Secured by a 4 or 6 digit UPI PIN.
  • Transaction Limit: Standard limit is up to ₹1,00,000 (extended up to ₹5,00,000 for select educational and healthcare payments).

4. UMANG (Unified Mobile Application for New-age Governance)

UMANG is a master mobile application launched by the Ministry of Electronics and Information Technology (MeitY) and the National e-Governance Division (NeGD).

  • Supported Languages: 13 Indian languages (English, Hindi, Assamese, Bengali, Gujarati, Kannada, Malayalam, Marathi, Odia, Punjabi, Tamil, Telugu, and Urdu).
  • Core Services: EPFO (Provident Fund claims), PAN card services, Passport Seva, driving license renewals, and CBSE result inquiries.
